A dashboard entry reading “Technical skills: 4 out of 5” looks reassuring, yet it tells you very little. In competency management for technical environments, the value lies in the detail, and broad ratings discard precisely the detail that matters.
Generic frameworks tend to collapse an entire role into a handful of high-level competencies. Real competence, however, shows up in specific, observable behaviors: what a person can recall, explain, and demonstrate in the actual conditions of the job. A competency assessment that does not reach that level cannot tell you what someone can and cannot safely do.
The Limits of Broad Ratings
Consider a control room operator rated “expert” in start-up operations. That single label can conceal a great deal: a misunderstanding of one critical safeguard, or a procedure the operator has never actually performed under abnormal conditions. The rating is not so much incorrect as too coarse to be useful. It averages away the very gaps that matter most.
From Broad Rating to Defined Behavior
Detailed competency assessment is built from the opposite direction. At IHRDC, we define each competency as a set of specific, observable behaviors. Rather than asking whether someone is “good at” a competency, we ask whether they can demonstrate each behavior that makes it up.
Just as important, we assess every behavior across four levels, from basic awareness and recall at the lowest level through to full hands-on mastery at the highest. The same behavior carries a different expectation at each level. At an awareness level, an employee may only need to recall the relevant knowledge; at a higher level, they must apply it correctly and hands-on, in realistic conditions.
Take a competency such as breaking containment and line cutting, a routine but hazardous activity in process operations. We break it into discrete behaviors, including:
- State the purpose of breaking containment and line cutting
- List the hazards involved, such as the sudden release of stored pressure or exposure to flammable, toxic, or corrosive substances
- State when equipment should remain inert
- List the personal protective equipment and additional controls required
For each behavior, and at each level, we write an assessor guide. This is what gives the assessor a consistent, objective basis for judgment. The guide states exactly what the employee must show. At a lower level, listing the hazards may require only knowledge recall, with no hands-on demonstration expected. At a higher level, the same behavior requires the employee to select and apply the correct controls in practice, based on a hazard assessment rather than simply naming them. The assessor is told precisely where the line sits.
This discipline rests on the same foundation that human-factors specialists use to analyze safety-critical work: breaking an activity down into its component parts and identifying where each can fail.
Granularity Makes Gaps Visible, and Closeable
When assessment data is this granular, a gap is no longer a vague “needs improvement.” It becomes specific: an employee can recall the hazards of breaking containment but has not yet demonstrated selecting the correct controls in practice. That precision changes what happens next. Rather than enrolling the person in a week-long course that largely repeats what they already know, an organization can target the exact behavior, at the exact level, that the person has not yet reached.
Across an entire workforce, the same detail reveals which behaviors are consistently weak, where training investment should be focused, and whether a given intervention actually worked. Broad scores cannot support those decisions, which is why structured, behavior-level assessment has become the standard in high-hazard work.
Detail Is What Powers Personalized Development
This is where granular assessment data becomes a genuine asset rather than a compliance exercise. The more precisely an organization understands which behaviors an individual has not yet mastered, the more precisely it can close those gaps.
